ESCANABA, MI -- Are you interested in access to federal funding to acquire EMP's "miniHybrid" Thermal System? All municipal transit properties can apply for funding under (UAFP) "Urbanized Area Formula Program Bill #5307."
EMP components are eligible for funding under the UAFP on new or aftermarket installations. The thermal kits must be included in your budget by the end of March 2009 to qualify for next year. The UAFP is funded at $6.2 billion for 2008. Here are key steps to apply:
1. Need to be in an urban area of greater then 50,000 people
2. Rural municipalities can apply as consortiums as long as they service 50,000 people
3. UAFP funds cover all “capital expenses” that are not covered in the operational budget
4. The municipality supplies the Local, Regional and or State transportation authority with a proposed operational budget in October of the previous year with 2 contingent years included for approval in January. This operational budget is funded by a formula that is different across the country it may be all revenue based or a combination of revenue, cost sharing and tax revenues.
5. The authorities then present a minimum of a 4 year rolling “capital expense” budget that is reviewed by the State and forwarded to the FTA/DOT with recommendations. This is the budget that will be funded if approved at formula 20% local match and 80% federal.
6. EMP's "miniHybrid" Thermal System and Power 450 Brushless Alternator fall under this budget.
Bottom line:
Plan now to request funds for your fuel economy improvement program. The EMP miniHybrid Thermal System and Power 450 Brushless Alternator are approved under the UAFP formula noted above.
